Maybe, but it was never as apparent as it was in Serious Sam II. I mean come on...the First Encounter had next to no major story while Serious Sam II did. So it certainly became more in-your-face in number 2.
They should have done it in that style with all of the vids...show the classic enemies living their day-to-day lives.
Croteam's humour has taken a weird turn since Serious Sam II. It's just bizarre...the kamikaze one though, lol!
